DynCorp International LLC has named four new executives to head its strategic business units.
Chris
S. Davis, vice president and general manager of the Facility Operations
and Construction Management Group, is responsible for operations and
maintenance programs, construction, and infrastructure projects. Before
joining DI, Mr. Davis was the vice president, Gulf Coast Operations at
Dewberry (formerly Dewberry and Davis), where he oversaw Dewberry's
2005 Hurricane Katrina and Rita response and recovery operations in
Louisiana and Mississippi. He executed important projects for the U.S.
Department of Homeland Security, including the Federal Emergency
Management Agency; the U.S. Department of Energy; and the U.S.
Department of Defense. Mr. Davis earned his Master of Science in
management from the Arthur D. Little Management Education Institute in
Cambridge, Massachusetts, and he earned his Bachelor of Science in
marketing and finance from the University of Maine.
William M.
Jacobs, vice president and general manager of the Specialty Aviation
and Counter-Drug Operations Group, leads the company's operational
aviation services in the United States and abroad, including in the
areas of narcotics eradication and firefighting. Before coming to DI,
Mr. Jacobs had a distinguished career in the U.S. Army, retiring in
2006 with the rank of brigadier general. During his Army career, he
commanded aviation units worldwide, and served as the deputy commanding
general and commandant of the Army Aviation Center and as director of
Joint and Futures in the Pentagon - an organization responsible for
shaping the Army's Future Force and integrating Army programs across
the Defense Department. Mr. Jacobs attended Harvard's John F. Kennedy
School of Government and holds master's degrees from Boston University
and the National Defense University.
Charles S. Mahan, Jr., vice
president and general manager of the Law Enforcement and Security
Group, is responsible for the company's civilian police program and its
other law enforcement and security operations. Before joining DI, Mr.
Mahan was the president and CEO of Horne Engineering Services, a
company that works in the environmental, energy, transportation, and
national security fields. Mr. Mahan had a distinguished career with the
U.S. Army, retiring with the rank of lieutenant general. He has more
than 35 years' experience in logistics, strategic planning, and
operational execution, and he led some of the Army's most complex
logistics operations in peace and in war, including in Afghanistan,
Iraq, and Germany. Mr. Mahan is a graduate of the U.S. Military Academy
and holds a master's degree in business administration from the
University of Miami.
Robert L. Smith, vice president and
general manager of the Contingency and Logistics Operations Group, is
responsible for a variety of programs including peace-keeping
operations in Africa, worldwide weapons removal and abatement, support
for the Department of Defense war on terror and the Federal Emergency
Management Agency (FEMA). Mr. Smith comes to DI from MPRI/L-3
Communications, where he served as vice president for operations and
senior vice president responsible for the Training and Technology
Group. Mr. Smith also worked as a program manager and senior scientist
for classified programs at Raytheon's Special Operations Group. He
retired from the U.S. Army in 1995 with the rank of lieutenant colonel
after 20 years of active duty. Mr. Smith is a graduate of the United
States Military Academy and holds master's degrees in aviation business
administration from Embry Riddle Aeronautical University, operations
research/system analysis (ORSA) from the Air Force Institute of
Technology, and program management from Keller Graduate School of
Management.

units to strengthen its operations and increase its business in its
areas of core competencies.
