The
five-year contract, with a maximum value of $4.6 billion, was awarded
by the U.S. Intelligence and Security Command (INSCOM). GLS is a
partnership formed by DynCorp International (NYSE:DCP) and McNeil
Technologies. DynCorp International is the majority partner and will
consolidate GLS revenue on its books.
The contract, originally
awarded in December 2006, was protested by the incumbent, and the
protest was sustained by the General Accountability Office (GAO). The
U.S. Army expedited a Request for Reconsideration with the GAO, and the
U.S. Army INSCOM issued a revised Request for Proposal.
Under
the contract, GLS will provide foreign-language interpretation and
translation services to the U.S. Army and other U.S. government
agencies supporting OIF, including embedded Iraqi translators who will
operate with U.S. forces. GLS will employ up to 6,000 locally hired
translators and up to 1,000 U. S. citizens with security clearances who
are native speakers of languages spoken in Iraq.
GLS combines
the core competencies of DynCorp International and McNeil Technologies
to offer INSCOM an innovative management-services solution for its
linguist program. DI has a 60-year history supporting and sustaining
large-scale personnel deployments in high-threat zones, and includes
its current experience in recruiting and sustaining 2,500 employees,
including linguists, in Iraq. McNeil Technologies has 21 years’
experience in recruiting, deploying, and sustaining linguists,
including in Iraq. It possesses unique language research, development,
and testing capabilities in less-commonly taught languages, including
all languages required by the contract.
